For the language files
1. download your Language .exe from: or http:

2. extract the installer Firefox Setup 3.5.2.exe with universal extractor if there no .zip packs (see screenshots on page)

3. take from the extracted folder \Firefox Setup 3.5.2\localized\chrome the 2 language files by German - Deutsch it is de.jar and de.manifest so will be French fr.jar and fr.manifest.

4. Copy this 2 files to the installed Firefox into the \chrome folder where content en-US.jar and en-US.manifest.

5. To switch Gui Language edit in folder Firefox\defaults\pref\firefox-l10n.js
Change inside firefox-l10n.js the line pref("general.useragent.locale", "en-US");
to for example German - Deutsch = de: pref("general.useragent.locale", "de");
save close, start firefox.exe or use Quick Local Switcher extension from: Quick Locale Switcher 1.6.10
Click here to install Quick Locale Switcher!

Another but limited solution is to install xpi language packs.
