Removed: Unused code in the Preferences [Stulle]

File Settings:
+ all .sivka files will be deleted
+ all settings will be stored in the FileSettings.ini
+ supports all current settings by StulleMule and ScarAngel
+ settings are saved on taking over SivkaFileSettings and on closing eMule
